It appears that the use of 3G pitches in the Football League from 2015-16 season has been approved at their AGM earlier today.
Assume that this provides the guidance that the Conference were seeking to allow the use of 3G pitches in their competition.

Yes - this is the situation:
'After discussing the matter in their divisional meetings Leagues 1 and 2 indicated their 'in principle' support for the use of artificial playing surfaces in their divisions. They have asked the Football League to provide clubs with further analysis of the use of such pitches before formal consideration of the matter later in the year.
'Whilst not supporting the use of artificial pitches in their division, Championship clubs have indicated that they would not object to their use in League 1 or 2 or in cup competitions.'

So it looks as if things are moving on further following approval for use of artificial pitches in all rounds of the FA Cup. If the Football League allow them the Conference will look pretty silly not to do the same - especially if the time came when a club with a 3G pitch was relegated from the Football League.
